Accountability material, governança consensual e função social da Caixa Econômica Federal

This article argues that Caixa Econômica Federal, as a federal public enterprise, should be understood as a state financial apparatus whose legitimacy derives from relevant collective interest and is demonstrated by the auditable production of collective goods. Through normative documentary research and the extraction of official indicators on FGTS, housing finance, debt renegotiation, and Saúde CAIXA, the study shows that the institution’s social function cannot be reduced to procedural compliance. It therefore proposes the category of material accountability, understood as the articulation of integrity, efficiency, transparency, and verifiable public outcomes. It further contends that consensual credit recovery, when subjected to criteria of public additionality and distributive justice, forms part of CAIXA’s juridical rationality of governance and strengthens its institutional legitimacy regarding social rights, housing policy, and labor protection.
