IA e participação cidadã na gestão de imóveis abandonados no Brasil

Abstract

This article examines the integration between Artificial Intelligence (AI) and citizen participation in the management of abandoned properties in Brazilian municipalities, in light of the social function of property and the instruments provided for in the City Statute. It begins with the diagnosis of high levels of real estate vacancy, coexisting with housing deficits and urban degradation, to argue that low administrative effectiveness stems, among other factors, from data fragmentation, bureaucracy, and the limited monitoring capacity of the state. A mixed methodology is adopted, combining a systematic literature review, documentary analysis, and the proposal of a conceptual model. It is argued that the articulation between remote sensing, predictive modeling, cadastral databases, and citizen engagement can improve the identification, screening, and socially oriented allocation of underutilized assets, provided that it is subject to data governance, institutional validation, and legal oversight. It is concluded that such an arrangement can strengthen the efficiency, transparency, and effectiveness of urban policies.
